CDC PROPOSES UPDATING COMMUNICABLE DISEASE REGULATIONS, INCLUDING THOSE FOR
PANDEMIC INFLUENZA AND DIPHTHERIA
On November 22, CDC issued a press release outlining its proposal for
updating communicable disease regulations. Portions of the press release are
reprinted below.

CDC PROPOSES MODERNIZING CONTROL OF COMMUNICABLE DISEASE REGULATIONS
The Centers for Disease Control and Prevention (CDC) today proposed critical
updates to existing regulations that will allow the agency to move more
swiftly to control a potential outbreak of disease that may result when a
sick passenger arrives in the United States via commercial airline or ship.
The new proposed regulations are being published in the Federal Register for
public comment. . . .
The changes are designed to ensure that CDC has the tools in place to
respond to any public health threat that may emerge. Key updates to existing
regulations include

Expanded reporting of ill passengers on board interstate flights as well
as airline flights and ships arriving from foreign countries,
-
Requirements that ships and airline flights arriving from foreign
countries and certain interstate flights maintain passenger and crew lists
and submit lists electronically to CDC upon request,
-
Explicit due process provisions for persons subject to quarantine. . . .
HHS is empowered to prevent persons who are believed to have one of nine
specific communicable diseases from entering the country through the use of
isolation and quarantine. Pandemic influenza is one of these nine diseases.
Cholera, diphtheria, infectious tuberculosis, plague, smallpox, yellow
fever, viral hemorrhagic fevers, and SARS complete the list. . . .
The proposed regulations are available for a 60-day public comment period at
www.regulations.gov and CDC and HHS
encourage the public, industry, and other stakeholders to review and comment
on the proposed update.

NEW: IAC WEBSITE PRESENTS STANDING ORDERS PROTOCOLS IN A SINGLE TABLE FOR
EASY REFERENCE
IAC recently organized links to all its standing orders protocols into one
table. The table gives website users easy access to the standing orders.
The table includes links to standing orders for administering the
following vaccines to adults: influenza, pneumococcal, hepatitis B,
hepatitis A, tetanus-diphtheria, measles-mumps-rubella, varicella, and
meningococcal. It also includes links to a protocol for medical management
of vaccine reactions in adults.
In addition, the table includes a standing orders protocol for
administering influenza vaccine to children and adolescents.

NIP PRESENTS SEVERAL ADULT IMMUNIZATION RESOURCES ON ONE WEB PAGE
The NIP web page Adult Immunization Schedule presents users with links to
several useful adult immunization resources, including the following: (1)
the adult immunization schedule in various formats, (2) a list of vaccines
for adults (including those for healthcare workers), (3) two adult
vaccination screening forms (one for the public, one for providers), (4)
IAC's Summary of Recommendations for Adult Immunization, and (5) CDC's
adolescent and adult vaccine quiz.

NEW: CDC ANNOUNCES ADDITION OF POLIO MODULE TO ITS "YOU CALL THE SHOTS"
TRAINING COURSE
CDC recently announced the addition of a polio module to NIP's web-based
training course "Immunization: You Call the Shots." This module discusses
polio disease, the polio vaccine, and recommendations for vaccine use.
Extra learning opportunities, self-test practice questions, reference and
resource materials, and a glossary are all provided.

CDC REPORTS ON THE OCTOBER 2005 MEETING OF THE ADVISORY COMMITTEE ON
POLIOMYELITIS ERADICATION
CDC published "Brief Report: Conclusions and Recommendations of the
Advisory Committee on Poliomyelitis Eradication--Geneva, Switzerland,
October 2005" in the November 25 issue of MMWR. A portion of the article
is reprinted below.

The second meeting of the Advisory Committee on Poliomyelitis Eradication
(ACPE) was convened in Geneva, Switzerland, on October 11-12, 2005, to
provide the World Health Organization (WHO) and the Global Polio
Eradication Initiative with advice on program policies for (1)
interrupting wild poliovirus (WPV) transmission worldwide, (2) limiting
the international spread of circulating polioviruses, and (3) refining the
program of work for eventual cessation of immunization with oral
poliovirus vaccine (OPV). This report summarizes the results of that
meeting.

TELECONFERENCE ABOUT IMMUNIZING MIGRANT WORKERS SCHEDULED FOR DECEMBER 13
The National Immunization Coalition TA [technical assistance] Network has
scheduled a teleconference that will focus on immunization outreach to
migrant, mobile, and immigrant communities. It will be held at 1:00PM,
EDT, December 13.
NOTE: CDC will give updates on the current influenza vaccine supply at the
beginning of this teleconference and at the beginning of future
teleconferences throughout the influenza season.
The presenter is pediatrician Jennie McLaurin, MD, MPH. Trained in
maternal and child health care, Dr. McLaurin has 20 years' experience in
migrant health care, including service as an outreach worker, medical
director, liaison with AAP, and faculty member for the Health Disparities
Collaboratives.
